For the past two weeks I'm having trouble using tor. I keep getting errors that privoxy cant' access the port. If I do a system restore it will work. But once I restart, it's gone again. How can I check what other program is using that port?

Yes that's their purpose. There is a mac version also. It sets up automatically. And for the past year or so I've had no problem with it. Here's the site:

Tor does slow down your browser considerably-so it's not useful for everyday browsing. I only use it when I need the anonymity.

If I had to guess, Jewel's firewall is getting in the way. Verify by turning the firewall(s) off.
Other possible causes:
Your workplace is already using a proxy, possibly even your home connection. I know where you live, Jewels, and trust me...they do crazy stuff up there. I'm willing to bet that the bandwidth sucks so much that they've thrown a Squid Proxy Server in the mix to help with page loads.
Try configuring Privoxy and Tor to use port 9050.
Try allowing the exception under Windows firewall on the port you are currently using as well as any other firewall settings.
Do an in depth scan for various spyware and trojans - preferably with AVG free because that utility catches more "nasties" than anything else I've seen on the market.

I probably gave bad advise on the port that is listening (8118).
Don't change the listening port to 9050. Instead, try some of the suggestion in this link.

Jewels, it's very possible that one of your many Firefox extensions is using the local address (127.0.0.1) and the port 8118 for its purposes.
I just posed this question to a co-worker (kudos - Chase) and he says that he had this problem with Mozilla Thunderbird and the "Webmail 1.2.5" extension, which uses the port 8118 to grab Hotmail messages.
Would this apply?

No it doesn't apply.
So I'm reading the link you posted. And I don't want to be a tor server-just a simple client. After reading that, I'm unsure....should I try changing localhost to my ip addy instead? And if so--should I change the port, or keep it at 8118?
Edit: I forgot to mention, I ran avg antivirus and antispy last night wondering if there was a problem. And only my goodies showed up, so that's not the issue.
Any decent firewall log will show what ports have been used.

Click on the option that says "open ports". Really useful for determining if a Trojan is running in the background as well.
Here's another favorite site of mine (Shields Up) to scan your computer for open ports.
If the problem persists I would consider reinstalling TOR. Just out of curiosity, have you opened an email concerning TOR lately?
The Stormworm (google it - it's bad) is targeting Tor users to send spam though the the Tor network - anonymously - which is actually a stroke of genius, if you follow that type of stuff.
