is there no longer a monthly payment option for premium membership?, or is it lifetime now?

I am confused-Is it a one time fee-or a monthly fee of  about 25 bucks then?

Only lifetime.  Besides think of it this way - that it cost you in the past for 10 months of membership (the initial fee and then monthly payment) you now get for a lifetime of GUG.  So in the long run its much cheaper.  GUG is so worth the fee for what you get in the private forums.
