As I was sifting through my email this afternoon, I came across one from the IRS telling me that I had a small refund due me, and all I needed to do was go to their website and fill out a form. Of course, the link did not go to www.irs.gov, it went to some website in India! I did not know the IRS has outsourced! LOL

I really didn't think that anyone actually got those types of emails. I have some articles that are almost completed about various types of tax scams. The IRS website states directly that they DO Not EVER email anyone. Ever.
I'm so glad you posted that you received one. A good lesson to everyone, if you receive any emails claiming to be the IRS do not even open it, delete and mark it as spam. A lot of these emails will try to get your personal information such as social security number, bank account numbers, etc.
I think we should be able to report these types of emails. Looking at the email you received, they are falsifying their identity, but in India, what can the United States do?

embedded in emails using HTML will "phone home" when viewed to let a spammer know that a fish saw the bait. More spam will follow. I use Outlook Express set on High Security with the setting to read only in plain text.
