How to tell if the IP address is a proxy

Is there a way to tell if the IP address that comes up on Trackspace is an actual ISP or a proxy server. Some are just obvious ISPs, but there has got to be a way to tell (or look up) the others that are questionable. Any ideas?

If you look it up on a site such as this one and it doesn't give you a location (only country) it's probably a proxy.

I use a proxy somtimes and it lists a city and state so that theory doesn't really work...

Yeah true, i was thinking about the aol proxy network.
