Is there a way to get a geographical location from a cell phone ip address?

Technically, Yes, but it depends on how accurate you want the "geographical location" to be. It probaly won't be that accurate because the way the internet on your cellphone is routed will most likely be something along the lines of Cellphone->Cell Tower-> Switching Center-> and possibly the corporate office. So where you are getting your internet( and your ip) from is mot likely going to be the the switching center which could located far away, giving you or whoever else an inaccurate reading.
