formatting XP

I am trying to format my Dell computer XP with disk. I am able to boot from the disk however when I get to the Welcome to Setup screen and hit enter, nothing happens, the computer is locked up. I am trying to put this computer back to original specs and need this format. Any help would be appreciated.

if you have a floppy drive make a boot disk and format it that way then install XP (use the win98 version)
